The Confederation's head of state is the '''Chancellor''', and that position has historically been run by House Liao. Technically it's not a hereditary post, but in practice it's firmly in Liao's pocket. While many of the other houses have had their bad seeds before eventually getting their shit together, House Liao has stood out for starting crazy, and ''staying'' crazy. Elias Liao had his third eye opened in Tibet and became a psycho terrorist leader before ultimately reforming himself into a cattle mogul. That particular trait has followed its way down the line, with nutcases, despots, and full-on basket cases that it's actually easier to list the not-crazy ones.

*'''Elias Jung Liao''': Founder of House Liao. Anglo-Nepalese by birth, Elias was a politician and president of Hong Kong (which was an independent city-state by the 2170s). Then China invaded Hong Kong in 2179 and forced his family into exile on the Tibet. In his three years there, his screws loosened and he started to believe that humanity was in danger and that the only way to save us was to drown Terra in anarchy and reverse civilization into a neolithic-like "simple" life. Needless to say, he went completely insane and became a terrorist leader. His cult, the New World Disciples, unleashed horrific devastation across the world, killed hundreds of important figures like scientists and politicians, and ruined tens of thousands of lives. It kinda [[ComStar|sounds]] [[Word of Blake|familiar]], doesn't it? In the end, his cult went too far and blew up Beijing, which made the Chinese lose their shit so hard that they raided his compound in the Himalayas with Indian and European support, killing his wife Cynthiana and both his daughters in the process. However, Elias managed to escape from Earth alongside his two surviving sons and several hundred followers. With the help of his escape JumpShip, the New World Disciples' remnants colonized what would become Liao III and went legit on the livestock business, ensuring House Liao's future. With his acquired capital, Elias founded the first precursor to the Confederation and ruled until his death.<br>Understandably, the Capellans refuse to accept the truth of their founding house's dark origins and have their own version of events, in which Elias simply made his fortune on Earth before moving to Liao. In part, this is due to disbelief that Elias would let the Chinese unpunished for what they did to his family, as they believe that if Elias really was the terrorist leader ComStar says he was, [[Grimdark|he would've unleashed the Liao version of the Kentares Massacre upon Terra for what he was put through.]]
*'''Kalvin Korvin Liao''': One of the first MechWarriors and one of the biggest nutjobs in a family of nutjobs, being the posterchild for Liao insanity before Maximilian. After faking being a kind and reasonable kid for his entire life before becoming Chancellor, he started his regime with a bang by using the Maskirovka as a beating stick to murderize hundreds of nobles he suspected of treason, including his own father Raxal and his uncle (and predecessor) Hendrik, who was executed personally by Kalvin himself. He fell madly in love with the Mesillia Allard, daughter of the Duke of Andurien, and his failure to gain her hand drove him to legalize polygamy and marry 26 women, which he later executed for treason because he believed they were planning to kill him while he slept. One of the killed wives was Ariana Calderón, daughter of the Taurian Concordat's leader Amalthia, who was so outraged that she and her forces went on a raiding rampage across the Confederation-Concordat border for the rest of 2528. Desperate to take Mesillia by force, he invaded Andurien and started another war with the Mariks, one that was so bloody and devastating that even his own people got tired of his crazy ass, leading to his death at the hands of one of his Red Lancer bodyguards in 2530. He was known both as "Kalvin the Mad" and "Kalvin the Devourer".

Managed to get the Capellan Confederation back on it's feet after numerous defeats suffered in the first half of the 31st century and got voted in as First Lord of the Second Star League. The thing that made him dangerous was that he was capable of playing the fool to make people underestimate him before using cunning strategies to turn the tables on his rivals. The fact many other nobles among the Great Houses didn’t pay much attention to him helped a lot.
