Her ability gives an enemy ship at Range 0-1 a Tractor Beam token (which reduces agility) at the start of combat if they are in '''both''' the normal and mobile arcs. **Crew Ketsu is pretty useful in any tractor build. You can prevent one enemy ship in your firing arc range 0-2 from remove its tractor tokens at the end of the round.
