Netlisting against other players is difficult, while many factions have inferior matchups in the form of a Lord leading the army there's few that are outright cheesy in a match. But against the AI in the campaign its another story.
Most Netlists are either designed to automatically win Autoresolves by gaming how the computer thinks a match would go, or simply to cheese them on the battlefield using their predictable (or in some cases unpredictably idiotic) way of using the options they have. 
* Empire Free Company Militia autoresolves at a ridiculous degree of strength compared to what they actually do in a battle.
* Lizardmen Saurus Warriors - fairly tanky early game units, that allow AI factions to auto resolve most of their fights.
* Dwarf Miners - Decent defenders with high armor who can last quite a while in a melee fight. Running into a generic lord army that consists of nothing BUT them is more common in early game that one would expect
* Ork Boyz - Somewhat average on the battlefield without any buffs, da boyz tend to allow AI armies to steamroll through settlement battles
* Grand Cathay Jade Warriors - Highly armored basic troops with 35% missile block chance, that can be recruited from a tier one building. Expect to see them making up roughly half of every early game Cathay army.
