The Segmentum novis is less of a place and more of a process. Most territory when it is conquered is placed under the control of one of the Legions that conquered it. Once this new territory is sufficiently secure, it is placed under the legal jurisdiction of Segmentum Novis. Segmentum novis is then governed by the High Lords of Terra (under the supervision of the Warmaster, who is not eager to have his newly conquered territory lost), before it is divided up into appropriate territory.
