Ilios comes from a small town in An-Teng called Hidden in Silence.  He was of the ability to become a Judge appointed by Prince Laxhander, as well as the leader of his town, and guide his village with wisdom to prosperity, eventually becoming the new Capital city.  That is, if he receive the Exaltation.  He was appointed, but eventually he was replaced due to his failure at making the town better with his enemy nobleman, Jilar.  Jilar was an even worse Judge, and ran the town into the ground, as well as exiling Ilios.  Hopeless and destitute, Ilios was mortified at his home town's eventual decline into insignificance.  Until he was contacted by She Who Lives in Her Name.


The Yozi knew of the Tengese people's desire for stability and order, and Ilios was no exception.  He desired everything to be perfect and stable.  His town's descent into chaos only haunted his dreams as he stood doing nothing.  He had nowhere else to go.  What else was there for him?  He had failed Laxhander and made a fool of him and himself.  His political enemy keeps him out of his home, and he has no more credibility.  It was an easy decision.  He accepted her offer.
The training process left Ilios entirely new, physically and emotionally.  His eyes were no longer his, but those of the aalu.  He no longer believed that the Princes, Jor, and the Judges were able to effectively run An-Teng, nor were any other people able to run anything effectively.  He believed that it was HIS duty to grab An-Teng and everything in the world to bring it under perfect order.
Eventually, through his sorcerous training, he realized that those wishes were foolish.  For his sacrifice to the First Circle, he gave up his willingness to run and control his home town.  His friends and allies may control it, or others may hold it in his stead, he will never truly touch the mantle of King, Prince, or any other flower title.  He would still guide people, as they were fools, but merely as an adviser, until they were of no use, and dispose of them for the coming Yozis.
