The Ice Witches are a women-only order of spellcasters in Kislev specializing in ice-based magic. Tzarina Katarin is one of them. Because we know jackshit about Kislev, this is pretty much the sum total of the official lore, unless you want to take the stuff from Warhammer Fantasy Roleplay 2nd edition's "Realm of the Ice Queen" as canon.
We will apparently be getting a new Ice Witch, or at least warrior-woman, based unit in Warhammer: The Old World.
