Echelon is a fantasy, slightly steampunk setting and game system written by a guy called Richard.

The system is a 5d10 system that uses 2 stats for all rolls and has a rock-paper-scissors magic arrangement. The current version of the rules is apparently 0.1.3, and is available under a creative commons license.
There isn't much in the way of setting typed up at the moment, but some information is available on the previous version of the website, which is saved at http://www.latech.co.uk/rpg/basichtml/
