Uriel Joaquin César Vaquero y Delgado de Salazar Bakaran, more commonly known as Uriel Salazar was the Primarch of the Justicars, the 13th legion of the Legiones Astartes. Uriel lead the 13th to a multitude of great victories, many unsung, and kept a watchful eye over the Imperium and it's citizens. Ultimately, he would fall to Tzeentch and become a Daemon Prince.
History
Youth
When the Primarchs were scattered across the galaxy by the Ruinous Powers, Uriel landed on Tiberia V. Taken into the care of the planetary governor-for-life 'Leopoldo Ezekiel Fernando Salazar Bakaran. Uriel grew up with every luxury one could imagine in the governors Palace alongside Leopoldo's two other sons, the youngest Gabriel and the heir Sariel. Uriel was quiet and thoughtful as a child, and displayed a remarkable belief in justice and honour, despite being still at a very young age. Before long his primarch genes began to reveal themselves, and Uriel became noticed by many people. One of whom, Ferran Santiago de Machala, happened to be the much feared head of the Governors secret police. Tiberia had been conquered many decades before Uriels arrival, and had known several years of peace. But the ruling government was not popular with all. These discontent individuals had formed rebel militias and tried to secede from the Governors rule, only to be beaten by the Governors forces, and forced into the jungles and mountains to continue the fight as guerrillas. When Uriel and Gabriel turned of age, Leopoldo sent them off to a highly prestigious Collegium, the Universidad de Alejandria, where they were prepared for a career in the secret police under Machala. It was there that Uriel and Gabriel forged tight bonds of friendship. After graduating the pair began their careers with the secret police, investigating and killing rebels, their supporters, and other criminals that became linked to the rebels. The pair developed a highly effective strategy for dealing with the rebels, that won the support of the locals, and showed no mercy to the rebels. Early on, Uriel noticed odd patterns and details that hinted at there being benefactors to the rebels, and so he and Gabriel began an investigation into this while conducting their regular work.
After a few years, Uriel and Gabriel had been directly responsible for reducing the rebels to their lowest point in history, on the verge of complete destruction. The investigation had yielded a lot of valuable intelligence, and most notably resulted in foiling a coup from within the palace itself. At this point the investigation was closed by Machala, and a series of final assaults were planned on the final rebel strongholds. Uriel however, continued the investigation in secret with Gabriel, driven to see it through to the very end. The first of the assaults was to be lead by Uriel and Gabriel, and so they set the investigation aside and set off to end the rebel threat once and for all. But at the climax of this assault, Uriel and his men were caught in an air strike. Broken and badly wounded, Uriel was captured by the rebels, who fled to their last hidden stronghold. Here Uriel was forced to face a truth; he had been betrayed. The air strike was of course, a government strike, but it was Uriel's memorial that revealed its intent - Uriel was framed for the crimes he was investigating, and supposedly killed by government forces while meeting with the rebels to hand over payment.
The betrayal hit Uriel hard; he'd always been loyal and just. But while he could see every angle the Rebels made, he never saw the angle that was being played behind his back, his trust making him blind.

Uriel was driven by a singular belief in justice, and doing the right thing. In his youth, Uriel was idealistic and hopeful, but since then he seems to have had little left in him save a dark, witty sense of humour, and an incredibly jaded cynicism. Uriel tends to brush over pleasantries and small talk in favour of cutting to the heart of a matter. This has alienated more than a powerful individuals, including some of the Primarchs. Though usually quiet, his manner of speaking when he does is peculiarly plain in language, direct, and baritone, but accentuated with pop-culture metaphors, snide, sarcastic remarks, and references to esoteric lore.
Being betrayed by his adoptive family seeded within Uriel a pathological distrust of authority. His passion for justice would evolve with said distrust into a fierce ideology espousing the vigilante spirit; none would stand in the way of justice, and none would be above it. Uriel was however, tempered by a thoughtful, humble, and highly observant nature. Very well-read, his knowledge of risk analysis, psychology, and deductive and inductive reasoning were second to none, but it was his dogged determination and incredible eye for detail that made him dangerous. That, and his penchant for powerful slug throwing pistols, and the unmatched speed and accuracy with which he could wield them.
Despite all of this Uriel wasn't taken very seriously by many of his peers; he was somewhat contrarian, prone to wistful melancholy, and seemed incorrectly, to be paranoid and obsessive to his brothers. Those who listened and checked facts for themselves however, would find that Uriel was almost always correct, and would pay closer attention to him more in future. Those who bothered to do such though were few, and Uriel was oft overlooked. His popularity was mainly with the civilians and soldiers of the Imperium; despite his brutal methods, Uriel made life better for them all, and his strict but protective paternal leadership engendered multitudes to him, often resulting in cults of personality on worlds he had conquered.

slug throwing revolvers. Curved cavalry sabre and or 2 daggers. Shotgun to end all shotguns. Probably the 2 daggers as no primarch is a knife fighter, and why fight with sword when you can shoot?
