With the exception of Vesta Observatory, a large academy teaching astronomy and science and boasting some of the finest astronometric equipment in the Solar System, the human presence in the Belt is split almost evenly between mining enterprises and piracy.

The Belt is split in zones of influence between the various planetary powers and private companies, whose borders change continuously (sometimes as the result of hostile takeovers or even wars). In the chaos of the region, the distinction between a space miner, a well-armed cargo freighter and a pirate ship is largely a matter of semantics.
