Blackshields are basically the best marines. These are marines that have for one reason or another gone rouge, and I'm not talking wondering off for a week rouge, I'm talking full on renouncement of vows and rejection of the chapter rogue.

There is some dispute about these chaps, some believe that they join the Deathwatch, however other more awesome fluff fags believe that these guys just go AWOL and maybe join up with some pirates, drink some rum, or just sit around in the nearest dark eldar brothel reminiscing about having genitals and kicking ass.
