The world is full of superhumans. From the elite of the elite such as Airborne and Radiance, to the most evil of the super-criminals like Iron Fist and Monseiur Noir. The bright and shining light of Science has granted many of them their powers, while others draw on the older principles of Magic, and still more spontaneously develop extranormal abilities through the mutation of the Metagene. Other players in the metahuman scene are simply exceptional people at the helm of advanced battlesuits or even just surviving by their own wits and grit.
Technology is just slightly more advanced overall than our present day, with pockets of advanced supertechnology scattered in the hands of eccentric geniuses and isolated madmen. There's a colony on the moon and a handful of research outposts on Mars. Still, for the average person, these feats mean little to their everyday lives. Dark and mysterious creatures of magic and other-dimensional beings enact their ineffable agendas, and there have even been rumors of aliens walking among us.
Texas is a microcosm of the conflicts raging in the wider world, with criminal elements rubbing elbows with corrupt corporate and political interests as well as alien infiltrators and metahumans. It maintains a fierce independent spirit, which has led to some difficulty in organizing a response to these threats, but it is not defenseless.

Greetings, fellow supers! We are the World Defense Alliance; the first and best response to the rising tide of super-crime in the world. I'd like to thank you for making the choice to join up with us in the fight. Every hand is needed and no one will be turned away who wants to help.
If you choose to join us, you will be among the elites of the superhuman world working together to help mankind in every way we know how. You will be working alongside luminaries such as Gentleman, Fission, El Fuerte, and even Airborne. You'll be provided with the latest gear our technological wizards can dream up and be given complete autonomy within your city, defending it from threats great and small.

Undoubtedly you've seen the costumed crusaders in the news flying around the world and punching evil in the face. While this is very flashy, we at the Atlas Foundation are hard at work solving the true evils of the world. You can not feed a starving village with platitudes nor punch disease in the face. Water shortages do not twirl moustaches.
No. At the Atlas Foundation, your powers will be turned toward better uses than grabbing headlines. As a metahuman, you will be given the honor of helping your fellow human in ways no one else can. We will ensure that your full potential can be realized in furtherance of the cause of peace and prosperity.

Well. Howdy, stranger. I'm sure y'all are here to listen to me tell you about how we're about saving the world and keeping it on an even keel. Well, I won't. Texas doesn't need that. Texas doesn't want that. Texas doesn't do that. We're about making your own way in the world and doing your best. You pull your weight here, and you'll do just fine. Some folks seem to think a man needs to be ruled in order to know peace, and I'm here to tell you it ain't so. People can do that for themselves just fine.
Still, someone needs to keep a lid on you young yahoos out there causin' trouble. So I started the Texas League to give us some kind of organization so we don't go flying off half-cocked at a badguy and causin' more problems for everyone. Something to keep us pointed in the right direction, so to speak. Now, this isn't some kind of police force and it's not a humanitarian effort. It's just people doin' what they can to keep their communities safe and clean. Stick together, kid, and we'll be alright.

Character Generation
- You start as a Power Level 8 character with 125 power points to spend as you please. I would recommend taking at least a few Advantages of various types to flesh out your character.
- Depending on your affiliation, you receive a number of free Advantages or powers.
World Defense Package
- The World Defense Alliance has to coordinate highly individualistic people across the globe and liaise with various law-enforcement entities among scores of governments. As well, they regularly outfit their members in top-of-the-line protective gear, allowing them to continue the fight against evil.
- World Defense Alliance Members gain the following benefits:
- - +3 to Persuasion, Insight, or Athletics. This may push your modifier above PL Cap.
- - +2 Protection. This stacks with existing Protection powers, but may not push Toughness above PL Cap.

Atlas Package
- The Atlas Foundation houses some of the top minds in the world and drills its members in the sciences. They prize industriousness and pose some restrictions on their members, and must not fritter their time on such ultimately useless endeavors as crime-fighting except as required by the Foundation.
- Atlas Foundation Members gain the following benefits:
- - +3 to Technology, Expertise, or Medicine. This may push your modifier above PL Cap.
- - Connected (Atlas Foundation)
- - Benefit (Wealth)
- - Skill Mastery with any one skill.

- - Complication (Secret Identity): Any Atlas Foundation member wanting to engage in 'extra-curricular activities' must keep it secret from the Foundation.

- Suspicious and independent-minded, members of the Texas League value their freedom even as they espouse solidarity. Everything given must be earned, but their friendships are firm once won.
- Texas League Members gain the following benefits:

Independent Package
- Not every superhero is a member of a league or even a team, and many strike out on their own, maintaining no affiliation with larger organizations. Others work with mundane authorities, and work with the elites of that group.
