These are games where you don't just play by the rules, you play with the rules.

There's usually an "initial" set of rules that you start every new game with, and these initial rules describe how to add/change/remove rules of the game.

In some metagames, you can even tweak the initial rules, or even change the rules of subsequent games, or change the rules of nearby games.

Cheating at games, and games where cheating is encouraged, do not count as metagames.
