Commissar John Fuklaw is a commissar attached to the [[Angry Marines]] chapter, trained by [[Commissar Raege]].&lt;br /&gt;

The [[Angry Marines]] have a [[Commissar]] because Fuklaw was too damn angry to be put anywhere else. After the Angry Marines saw him in action, they started recruiting from his homeworld. Since the Angry Marines are too skull-on-dick insane to retreat, he rarely has any problems with morale issues with them, and has adapted his role to inspire greater levels of rage in his comrades. In short, being out-done by a shiteating old man pisses the Angry Marines off to no end and drives them to fight even harder. To date, he is the &amp;lt;s&amp;gt;third&amp;lt;/s&amp;gt; fourth commissar in Imperial history to join with an Adeptus Astartes chapter. The others being [[Commissar Yarrick|Yarrick]], Dan, and Cain.&lt;br /&gt;

Such is the anger that Commissar Fuklaw has against xenos, mutants and heretics, that he and any unit led by him will fight with redoubled fury against these enemies of the Emprah (as far as Fuklaw is concerned, anyone opposing him is at least one of the three). Commissar Fuklaw, and any unit he is attached to, always hit on 3+, independent of Ballistic or Weapon Skill.&lt;br /&gt;

====Cover Is For Pussies!====&lt;br /&gt;
Commissar Fuklaw has no stomach for cowardly tactics such as ducking behind cover. He, and any unit he is attached to, are never allowed to take cover saves.&lt;br /&gt;

====Drive Me Closer, I Want To Hit Them With My Sword!====&lt;br /&gt;
Before deployment commences, Commissar Fuklaw may commandeer any non-walker vehicle, even those that normally do not transport models. The original owners, if any, will have to walk. As long as Fuklaw is on board, the vehicle uses his profile for ranged and close combat, and must move at least 6&amp;quot; towards the closest enemy unit during its movement phase and attack in close combat if able. If commandeering a normally non-transport unit, Fuklaw cannot accompany a unit, and cannot disembark unless the vehicle is destroyed, in which case comissar Fuklaw is killed.&lt;br /&gt;
Note that Comissar Fuklaw&#039;s vehicle is counted as vehicle(walker) for close combat purposes even if it is not walker normally.&lt;br /&gt;
E.g. Let&#039;s assume Fuklaw takes control of Leman russ. As per Fuck Heresy! rule, these attacks hit on 3+.&lt;br /&gt;
This does not trigger against vehicles commandeered via &amp;quot;Drive me Closer, i want to hit them with my sword!&amp;quot; Special Rule.&lt;br /&gt;

Commissar Fuklaw is an independent character and follows all of the rules for characters in the Warhammer 40,000 rulebook. In addition, he cannot join a unit wearing Terminator armor.&lt;br /&gt;

Fuklaw is totally fucking fearless and never has to take Morale or Pinning tests. He confers this ability to any unit he joins, as they fear him more than any enemy.&lt;br /&gt;

In addition to his rank of Commissar, Fuklaw is a leader of men. The Advisers special rule does not apply to him - he is free to act independently. Same goes for Angry Marine Librarians. &lt;div&gt;In [[Warhammer 40,000]], a &#039;&#039;&#039;Planetary Defense Force&#039;&#039;&#039; is, as the name suggest, an armed force that protects a single planet (as opposed to the [[Imperial Guard]], which travels from planet to planet). They have a tendency to [[Meme|try to respond, but to be killed to a man]].&lt;br /&gt;
&lt;br /&gt;
The [[Imperium of Man]] is a very feudal empire; while much is made of the [[Space Marines]] and [[Imperial Guard]], they cannot be everywhere at once, and so each world is expected to be able to protect itself. On civilized worlds, the PDF fill that role, either fending off attack entirely, or holding out long enough for off-world assistance to arrive.&lt;br /&gt;
&lt;br /&gt;
We never hear about their victories, partly because stories where the PDF wins are not as interesting as those where the Imperial Guard and Space Marines have to get called in, and partly because most planets make their [[Imperial Tithe]]s by bundling the best few percent of their Planetary Defense Forces into IG Regiments and shipping them off-world. It is also important to remember that sitting on a safe backwater planet for centuries means that they have absolutely no combat experience compared to IG regiments that are shipped from one warzone to another. Add to that they have even less equipment, no comm-beads for individual soldiers, and that for an entire system of planets a single [[Commissar]] is attached. Ironically, planets with a feral orks infestation tend to have a better PDF and produce better IG regiments. However, the average PDF unit tend to fold like wet paper when a significant off world threat arrives. As such, the Imperial Guard consider them grossly undertrained, incompetent, and poorly armed compared to the Guard. The irony of this is lost on the Guard itself. Not to mention the fact that if the [[Imperium]] were to require worlds to also have their own law enforcement that is controlled by, trained by, and generally indoctrinated by, the Adeptus Arbites, you wouldn&#039;t have to worry much about A) crime (pickpockets would be shot, soooo...yeah) or B) turncoat PDF (because of fanatical loyalty to Imperial law).  So then you would technically have two competent fighting forces on the planet, both of which separate enough from local affairs to remain loyal to the Imperium.  The PDF and the local law enforcement.  Then the Guard to concentrate hundreds, perhaps thousands of regiments on threats instead of a few dozen.  Not to mention how much hurt the Astartes would be free to lay down. However, it&#039;s questionable whether such indoctrination would work. One of the reasons the the arbites are so loyal to the Imperium instead of the planet they&#039;re stationed on is because they come from a different planet.&lt;br /&gt;

Also, there was one (yes, &#039;&#039;one&#039;&#039;) PDF trooper worth noting.  Some guy with a forgettable name fought alongside Uriel Ventris of the Ultrasmurfs during a fight against [[Tyrannids]].  When he ran out of shots for his lasgun, what did he do?  He picked up a discarded chainsword and &#039;&#039;charged the &#039;nids with it&#039;&#039;!  He actually managed to keep up with Ventris, an Ultramarines &#039;&#039;Captain&#039;&#039;.  When a Carnifex came to blow them to bits with bio-plasma he ran back, grabbed a missile launcher, and &#039;&#039;shot it in the face&#039;&#039;!  Then picked the chainsword back up and charged again.  After the battle was over, Ventris visited him in the hospital and, in front of everyone announced that this man had saved his life and about how badass the guy was to keep pace with an Astartes.  If you&#039;ve played or seen the Space Marine game, you must realize how incredible a feat that is.  Ventris then removed one of his purity seals and gave it to the man.  Clearly, the mustering of the Guard missed one.&lt;br /&gt;
