(Not exactly; too many different campaigns going on at the time can still stretch an empire's resources, and leave their troops too thinly spread to properly react when things go bad. Also, all those crusades aren't guaranteed to succeed, so it's plausible that some or even many of them floundered hard and became net losses on the resources front.)
