Golarion's Cthulhu doesn't actually sleeps under Golarion's oceans. He still sleeps in sunken R'lyeh on the planet Earth (yes that's right, Earth is canon in the Pathfinder universe). But he's so powerful that his dreams can still reach across the light-years to turn people on Golarion into mad cultists. Several of his mini-thulhu star spawn have made it onto Golarion as well.
