Decide if there are currently any violent conflicts underway on the planet. This could be a civil war between rival factions (such as contenders with equal claim to the throne, a trade war, or a popular uprising whether airing legitimate grievances or well... [[Chaos|you know]]) a struggle to fight off invading xenos forces (or even to conquer the native xenos!), a war against insurgents or terrorists, criminal gangs going at each other harder than usual, or any other type of conflict you can think of taking place on the world.

This is one of the details about the world that should be discussed between the GM and the players to create the right type of environment and mood for your game, or decided on by the GM as a suitable backdrop to their scenario or campaign idea.
