Balloon is more fragile than Tarrasque itself, and definitely doesn't regenerate. Tarrasque won't reach someone sitting on top of the balloon. Generally, this is a reason why such idea wasn't used by adventurers - such flight would be slow, clunky and uncontrollable. Oversized propeller working from muscule power - like on bicycle - could fix this partially; such movement method is better than nothing, but that's it. Even better, add rocket - in case of fantasy epoch, use black-powder rockets. Because, if Tarrasque on black-powder jetpack rams someone at top speed, said "someone" will take more harm than Tarrasque.
