Since it has no air propulsion methods, it can't control it's own flight direction and speed - it moves at same direction and speed as the wind. Balloon is more fragile than Tarrasque itself, and definitely doesn't regenerate. Tarrasque won't reach someone sitting on top of the balloon. Generally, this is a reason why such idea wasn't used by adventurers - such flight would be slow, clunky and uncontrollable.

Oversized propeller working from muscule power - like on bicycle - could fix this partially; such movement method is better than nothing, but that's it.

Even better, add rocket - in case of fantasy epoch, use black-powder rockets. Because, if Tarrasque on black-powder jetpack rams someone at top speed, said "someone" will take more harm than Tarrasque.
