==The Coming of The Emperor== Illobian was pacified by an Imperial Army expeditionary fleet before the Emperor became aware of Octullus' presence on the world. The Imperium's soldiers faced no opposition from the population, although some journals record that the natives looked upon their conquerors with pity. A warning was issued by the monastic orders that the new-comers would have to live with rectitude or face the retribution of the ''Phi Tai Hong''. There was no generalised slaughter of the Imperial forces, which helped to convince the Illobians that their conquerors were just men. However, the seemingly impossible assassination of Judicator-Martial Hanz Phelpin greatly alarmed the occupation force. No evidence of the killer's passing could be found, and searches of the nearby native villages turned up nothing - other than triggering equally mysterious killings of officers responsible for harshly treating the Illobians. A request for assistance brought far more than could have been expected. The Emperor of Mankind, suspecting that these marvels of death had been wrought by the hand of one of his warrior-sons, was determined to investigate in person. No record of the meeting of the Primarch and the Emperor exists. What is known is that Octullus Tyran pledged allegiance and was granted command of the Nineteenth Legion, once known as the Radiant Warriors. In granting his brother command of the Legion, [[Hektor Cincinnatus]] described the Nineteenth as the [[Eyes of the Emperor]]. This unparalleled honour that temporarily quieted Hektor's ambitious friends in the Council of Ten, but their displeasure at Octullus' appointment was never resolved.
