Like several other worthies, Skarsnik is mentioned during this time, but received no stats in the Orcs & Goblins army book, being amongst the ''many'' 5e and earlier characters who were instead relegated to online conversions on Games Workshop's website, back in the days when that was a cool place with lore and even mechanics freely available. Since all the good stuff was dropped to focus on selling models and paints, good luck finding those stats, but given the nature of the internet, they must be out there somewhere...
