==Segmentum Government== These Lords ultimately answer to the High Lords of Terra, but provided that they pay tithes and troops, have autonomy in management of their segmentums. ===Segmentum Solar=== ;Leader :The High Lords of Terra ;Capitol :Magna Terra Segmentum Solar does not technically have a Primarch governor. As the Seat of the Imperium, Segmentum Solar is under the governorship of the Emperor himself and his chosen representatives (The High Lords of Terra). In practice however, Fulgrim and Sanguinius are heavily involved in managing the Segmentum Solar, and often circumvent the High Lords. ===Segmentum Tempestus=== ;Leader :Rogal Dorn ;Capitol :Central Fort (formerly Inwit) Taking the Segmentum Closest to Terra, Dorn has transformed the entire segmentum into a fortress, in the event that terra falls. No statues and no art is to be found in the Segmentum Tempestus, and yet no one can fail to see the Mark of The Master-Builder throughout the realm. Dorn Governs from what was once Inwit, but the planet has been stripped down to the planet's very core and rebuilt into a labyrinthine fortress world thrice its original size. The Banal Name “Fort Inwit” does not do justice the the masterwork of fortifications that is at the center of an entire interplanetary realm of fortifications. Those travelling to The Segmentum cannot shake their sense of awe at Dorn’s handiwork, while also shaking a sense of dread. “What sort of Enemy would need these fortifications?” ===Segmentum Obscura=== ;Leader :[[Medhammer_40,000_Primarchs#The_Lion_El.27Johnson |The Lion El'Johnson]] ;Captiol :Vostroya The Closest to The Eye of Terror, only Magnus The Red was considered to be the most capable of protecting the Imperium’s most Warp-Susceptible region. However, Magnus was considered to be needed on Terra for both the Golden Throne, and For supervising the new order of Anti-Warp legions such as The Grey Knights (and later Corvidae founding Astartes). The Next runner-up was Kurze, but while Fulgrim and Magnus loved their brother, and he was a stalwart defender against the warp, no one trusted him with Leadership of civilians. The Next obvious choice only could be "The Lion." On the front line of any attack by Lorgar and The Ruinous Powers, El'Johnson has tailored his legions and his armies in defense against the Warp. His armies have both the highest number of blanks as well as the Highest number of Sanctioned Psykers. The Dark Angels scour the Segmentum for evidence of Corruption and The Fallen, and "The Knights of Calliban" (his Segmentum Army) aid in defending the planet from Demonic Attacks. ===Ultima Segmentum=== ;Leader :Vulkan ;Capitol :Nocturne The hardy and rebellious peoples of the Ultima Segmentum need a Primarch both unwavering in his sense of justice, and caring in love of the people. No other person could fulfill this role but Vulkan. Given the location of Vulkan's Segmentum, he is the unofficial ambassador of The Imperium to his neighboring suzerains: Ultramar, and Cerullian. Despite technically being of lower rank, the Suzerains would much rather settle their local disputes with the Friendly Primarch than have their petitions bogged down in the endless hand wringing and bureaucratic logjam of Terran Politics. ===Segmentum Pacificus (defunct M40)=== ;Leader :The High Lords of Terra Part of Grand Macharia as of M40. Like the Segmentum Obscurus, The Galactic Northeast suffers from its close proximity to the Eye of Terror, and incursions from The Black Legion of Lorgar and his allies. The Segmentum Obscura, however, benefits from the dillegent (some would say paranoid) management and guidence of The Lion. The Segmentum Pacificus was offered to Leman Russ, Jaghatai Khan, Ferrus Manus, and Konrad Curze, all of whom declined. The Segmentum fell under the leadership of The High Lords of Terra, for whom the segmentum was always a secondary priority to the Galaxy at large, and the Solar Segmentum. This neglect was only intensified by the sclerotic early years after The Great Treachery, where the Regency Council stumbled from crisis to crisis. Between Lorgar's Black Crusades, wars with Imperium Undivided, The First War of The Beast, The War of The Raven, and The Promethean Insurrection, more and more resources were diverted to the Galactic West. Between the distance from Terra and the paralysis of the High Lords rulership, the Segmentum Pacificus was never truly under their control, and by M38 was a favorite hunting ground of Chaos Warbands and Cultists. The Segmentum was all but completely conquered by Chaos though never officially claimed as such. It was all but lost before Macharius moulded the anarchic tributaries into a personal Imperium. Despite the High Lords of Terra demanding that the Segmentum return to them the Primarch Regency council, fearing it would lapse again, sided with Macharius. The Segmentum was dissolved with the majority Granted to what became "Gran Macharia" and what paltry territories kept by the High Lords were incorporated into Segmentum Solar. ====Segmentum Novis==== ;Leader :Sanguinius ;Capital :None The Segmentum novis is less of a place and more of a process. Most territory when it is conquered is placed under the control of one of the Legions that conquered it. Once this new territory is sufficiently secure, it is placed under the legal jurisdiction of Segmentum Novis. Segmentum novis is then governed by the High Lords of Terra (under the supervision of the Warmaster, who is not eager to have his newly conquered territory lost), before it is divided up into appropriate territory. ===Segmentum Nihlus (Kroot Nation)=== <!---Ghurkhas---> ;Leader :Origionaly led by Henri Oftbaal-Diandiolo (Descendant of Anh Haput-Diandialo) before was subsumed by the Primarchs :Kroot Nation Observational Council ::Horus Lupercal (nominally) ::Henri Diandialo ::Spiritual Liege of Ichar IV :Tyr-an danu-whani speaks for the Kroot Nation :Merchant house Diandolo also has significant sway in the Kroot Nation ;Capitol :None, the Kroot Nation is nomadic The only segmentum that lacks physical territory, the Kroot Nation emulates the Great Rogue Trader of Old and travel in massive ships as the guests of whatever segmentum they enter. ====History==== <!---they get screwed over just like the real Amerindians---> When the Imperium conquered what is now The "T'au State," they did so with the help of a species they found known as the Kroot, protected from Extinction by a Rogue Trader Anh Haput-Diandialo "known by the Kroot as Wutazudan Ani"). Originally part of the Imperium's Conquest of The T'au space, most of the race died once again in the Great "Ethereal" Revolt, in which most of T'au space was lost to a mysterious revolt where the T'au Slaughtered the Kroot. <!---Like in Vanilla hammer the Dark Eldar did it, however rather than for Drukhari shits and giggles, the Grimbright Dark Eldar did it in conjunction with Craftworld Eldar for a specific purpose. Namely the Etherials and T'au revolt was created to eventually counter-act the imperium. The Etherials are little more than puppets of the Eldar---> The Few remaining Kroot were extracted from T'au space. The Kroot Nation had a troubled history establishing their place following the loss of T'au Space. In an Imperium that feared them, while finding them too useful to dispose of, the first century was spent in political limbo. They were not welcomed in the Rump state of Cerulian, as the violent atrocities on both sides during revolt of the etherials permanently destroyed the relationship between T'au and Kroot. Requests to become Suzerains was outright rejected by both the Primarch council and High Lords. Royum Ultramari offered to allow them as a vassal state of them, but this not only outraged The Cerulians (who threatened war with Ultramar in the middle of the Black Crusade), but also The High Lords of Terra. Efforts to carve for them new territory for the additionally failed. Originally it was proposed that the Kroot should have their own land carved out of the other Segmentums. Henri Diandialo originally proposed Catachan as an ideal world given their unique genetic characteristics. This too was rejected. Since as the other segmentums were both unwilling to either give up territory, have The Kroot rebuild their numbers near their territory. The Kroot spent decades shuffled from planet to planet and war to war. Frustrated by the Imperium's treatment of a race his family felt obligated to protect, Henry OftBaal-Diandialo developed his own plan for the Kroot. Taking inspiration from the Migrant Tallarn Fleet, Index Chorgoris, and his own experience as a rogue trader, he created the foundations of what would become The Kroot Charter. He established the tribes into different migrant fleets in which he would act as the leader of the nation. The High Lords of Terra, concerned about an already powerful Rogue Trader family having access to a powerful race of Xenos as a private army as well forced him to surrender the Kroot to the High Lords of Terra at the risk of the revocation of his rogue trader's license. It was here that both Horus and Konrad Curze stepped in. Seeing the High Lords as overstepping their reach. He asserts his privilege as legiarch and insists that he take authority over. The fight between House Diandialo, Horus, The High Lords, and Ultramar resulted in a compromise. The compromise saw The Kroot made into a "segmentum without territory." The Kroot would ultimately be beholden to the High Lords of Terra. The Segmentarch would be made of an "advisory council" consisting of Horus Lupercal, House Diandialo, and The Spiritual Liege of Ichar IV would be recognized as "Segmentarch" of The Kroot with tithes ultimately going to the High Lords of Terra.
