Puppets also do their own national focus tree; so, some useless rump state on wasteland can use his generic focus tree to get 4 civilian factories, 3 military factories, 3 ports, and bunch of infrastructure and air bases - so, more generic tinier rump states, the better. Actual proper countries, and especially majors, can be more useful in one piece. A famous tactic for starters is often puppet Nationalist China used as an incredible source of soldiers for mini players like Bhut- THUNDER DRAGON EMPIRE. 2. You can release countries as Puppets while keeping cores. That's generally useful - even if that results in creaton of microscopic "rump state" like [https://hoi4.paradoxwikis.com/Mariana_Federation Japanese Mariana Federation (only Marcus Island)], [https://hoi4.paradoxwikis.com/Kingdom_of_Lombardy-Venetia Italian Venetia (only enclave of Zara)], [https://hoi4.paradoxwikis.com/Algeria French Algeria post Blum-Violette Proposal (only impassable Algerian Desert)]; these territories don't need manpower as Puppets, have their own National Focus Tree, their own tech for exchange, starts with small amount of fuel and convoys, etc. * Basically, any country what ''exists'' is not entirely useless - as they can complete their National Focus Tree; for generics, that means 3 military factories, 4 civilian factories, 3 naval docks, a bunch of infrastructure and airfield. So, breaking country into lots of 1-state puppets can allow to buff industry at such territory - while one big country is better at fielding proper military. Then there's off chance what Puppet will research something you didn't research - you can use combination of Technology Sharing and Licensing to speed up research of said "something" ''and'' produce copies of said something via Puppet's blueprints. * Just check, what territory of Puppet is not needed for Formable Nation - and can't be cored in way what doesn't automatically annex Puppet (French Algeria is fine - as Algeria Puppet gets automatically annexed on Blum-Violette Proposal; but for USA, Hawai and Puerto-Rico need to be occupied to turn them into States). 3. If all country's territory is your cores, and you "release" such country ''while keeping cores'' as Puppet - country gets released ''without any territories at all'' (e.g. Italy releases Papal States '''while keeping cores'''). Such country still has it's own technologies for exchange - so, it's not entirely useless, despite the fact what '''it doesn't physically exist''' (only exists "on paper").
