The Chaos Gods are the most powerful beings in the meta-setting, but even they seem to be just one more part of the endless cycle and they sure as hell wouldn't be interested in actually creating anything that wasn't already corrupted by Chaos. No other god seems to have enough power to create or sustain a cycle on its own either, assuming that the meta-setting was even created by a sentient being. Just one more question of many that most people can only speculate over.
