It'd be awesome and funny as fuck if the true reason the Imperium keeps surviving is because the Legions are just pretending to follow along with the High Lords and in reality there are millions of undeclared Chapters from each Legion wandering around kicking ass and the thousand the Imperium knows of are just the last line and rapid-reaction force and not the ''true'' Adeptus Astartes efforts. It would certainly explain how mere thousands or a few tens of thousands of Marines can turn the tide of threats that have destroyed or can destroy entire galaxies if there were secretly millions of Marines fighting beyond the "official" battlefield.
