You can keep them cheap on the low to soak up bullets, or if you are feeling a bit rich, you can give all of them Incendiary Charges to compensate for their [[Ork]]-levels of shit BS 5+. You can give them armour, but it is a waste of points since they are designed to catch bullets and [[Tarpit]] enemy gang members.
