The Voice co-rules with a Council of Elders, a secular body composed of the matriarchs and/or patriarchs of the clans (one for each clan). While the Voice is a powerful authority, and in theory, the absolute authority, in practice the Council makes all the major decisions. In spiritual matters, though, the Voice is unquestioned.
