	The galaxy is an enormous place. Quite easy to retcon in the Covenant rather than use that hideous Spacebattles cliche about colliding universes. Still, unlike most governments, the Covenant is unusually a fleet based empire; highly nomadic and constantly on the move to acquire new prey to conquer. Although their remaining planets are used for political and industrial purposes, the reality is that the highly mobile fleets of the Covenant makes them extremely difficult to intercept. It is of this reason that Covenant astro-territories is constantly in flux. Thus, although the Covenant claim they encompass a vast majority of space, their physical planetary territories are spread thinly.
