Near the end of his reign Vangorich's paranoia and the stress of keeping the Imperium together eventually drove him to the point that he was giving insane orders such as randomly ordering mass planetary purges, assassinations, and massacres with no real reason and bankrupting entire sub-sectors to build increasingly grandiose monuments and vanities on Terra. ~~Which makes no sense on its own, both because these acts are all~~ the ~~opposite~~ of ~~what~~ his ~~fear was directed at and because~~ the ~~Imperial government doesn't have absolute authority over it~~'s ~~members. The Imperium is not Space Communist China, it's member~~ governments ~~have an extremely high degree of autonomy (though, many writers are either ignorant of this having paid zero attention~~ to ~~lore or ignore it for their grimdark fetish). The Imperium is more like layers of government jurisdiction with each layer having internally high authority within its layer. A planet has high~~ power ~~over planetary level governance, sub-sector over the sub-sector but not the individual planets within it, same for sector, segmentum,~~ and ~~Imperium levels of governance. Baring the use of emergency powers, which Vangorich probably used heavily and was definitely in a position and had the skills~~ to ~~create emergencies to enable said powers for himself~~.		Sadly enough, [[Grimdark\|no good deed remains unpunished in the 40k universe.]] As time went on, Vangorich's rightful concerns about xenos threats and the Imperium backsliding into the state it had been during the War of the Beast turned into fear; fear turned to paranoia and paranoia eventually turned into complete lunacy. The latter part of his reign was marked by [[Grimdark\|massacres, vicious reprisals, harsh punishment, and increasingly totalitarian control]], enough to make even the Inquisition nervous.
