It is generally used to describe a setting which is so shockingly stupid and over the top with "darkness" that it becomes one big joke. It can also be used to describe artwork that has a grimdark feel, even if the setting itself would not normally be considered grim and dark. (/Note grimdark does not mean everything is black and white or lack of colors, Red is also common)
