Small 20mm autocannon, like German 20mm Oerlikon MG-FF or Japanese Navy 20mm 99-1 Shiki. The weakest, smallest Autocannon out there.

Basically, something like this: Character is basic android of level 20. Then he loads his mind into some building-sized scary armed machine. ECL skyrockets, but there's just no enemies worthy of such level, so ECL ends up being meaningless.
