Character will begin the campaign as mortals. Any background is fine, tho bear in mind that the main theme will be occult investigations and cults. Players will have the opportunity to add a supernatural template to their character in play.
Character will begin the campaign either as Hunters or as Investigators. Hunters should be made using the main "Hunter: The Vigil" book. Investigators should be made using the rules for mortals in the main WoD book, with the following changes:
*Investigators receive 10 points of merits instead of 7.
*Investigators use Sanity in place of Morality. Sanity begins at 10.
*Investigators may make use of the "Forbidden Lore" module from the "Mirrors" book. Briefly, this allows them to trade Sanity in-game to acquire supernatural abilities.

In particular, the rules for social combat (sway) starting on page 100 and probably the rules for scene-based combat beginning on page 93.
