It's roughly Edwardian-to-WW2, or 'between-the-wars' in terms of technology. Everything is run on diesel, there are electrical systems but NO electronics and importantly NO information technology systems. We got vaccuum tubes and radio though. Last Exile is an anime with this type of setting. Ridiculous flying/hovering planes in the shape of vans, zero electronics to help them. And a hell of alot of flying battleships powered by steam and floatyrocks. [Actually... see the talk page, but Last Exile is closer to steampunk than anything else, such as dieselpunk... moar Encyclopaedia Britannica for you.]
