Government in MedHammer 40,000

In the 41st Millennium, The Imperium is slowly recovering from the devastation of The Great Treachery in which the Emperor of Mankind was wounded and incapable of leading mankind. Without his leadership his sons and followers have attempted to govern the Imperium in his stead.

The Imperium is a loose collection of vassals, allies, and direct territories spread throughout the galaxy. For any one who is not the Emperor of Mankind himself, the Imperium is too vast for one man. The Thousands of thousands of worlds are instead split among a collection of pseudo autonomous states all of which answer to Magna Terra. Loosely The Imperium's government could be divided into 4 "spheres" of governance: The Regency government, Suzerain Government, Terran Government, Segmentum Government.

Suzerain Government

At the Suzerain Level The Imperium of man is "First Among Equals" with its "Allies." These allies are considered to be sovereign in their own internal affairs united in a personal union under the Emperor of Mankind, who they recognize as their sovereign lord. With The Emperor in dire health, these nations can be ordered to act on behest of the Triumvirate.

Each of these nations also have a representative at the high lords of Terra and as such can both influence and be influenced by them.

Adeptus Mechanicus

TBA. But its essentially just the Vanilla Mechanicus

Royum Ultramari

Proud, petty, and zealous warriors; the Realm of Ultramar was granted its independence following the devastation of the great treachery. While never reaching the heights of its past under the the Divine Aurelian, Roboute Gulliman, they have rebuilt themselves into a chaotic yet vibrant collection of nobility, free space marines, and religious orders. Their navy and shock troops have been invaluable to the Imperium's War effort.

Curellian Socii (Wuni Enclaves)

A Rump State whose existence is owed to the permanence of government institutions and titles. Origionally it was the Tributary name of the T'au conquered and made subject by the Imperium in M36. However since then the Revolt of the "Ethereals" in M39 saw nearly all of the T'au break off from the Imperium's control, claiming full independence. What reamained were a few backwaters who cling to the Imperium's protection. These planets consist mainly of Former Water Caste dissidents and revolutionaries and Earth caste refugees. Mockingly called the Wuni (Mud caste) by the other T'au, the Curellian Socii have attempted to build their ideal casteless state in the shadow of the Imperium's benign neglect. They have been relatively successful as backwaters became vibrant worlds sharing a peculiar blend of Ultramarine, Imperium and archaeo-T'au culture.

Grand Macharia

A creation of the Regency government when conflicts between The Great Conqueror Solar Macharius and The High Lords of Terra came to a head. Macharius was granted a portion of territory he conquered to govern as a fully independent nation, provided he provide a significant force for Sanguinius' war effort. Grand Macharia represents the frontier of the Imperium and is a military state.

The Regency Government

Overseeing the governments of Terra and their Suzerains, the Regency government acts on behalf of the Emperor himself, and attempt to continue his mission despite the loss of their lord. The Regency steps in to override and "assist" the Terran government.

The Regency government oversees particular aspects of the Imperium's governance, and serve the Imperium at large.

Triumviratus Homines Posterite

Just as, if not more important than the government of Mankind is the Triumvirate For the Future of Man. The Triumvirate safegaurds the health and well-being of the Emperor of Mankind and work towards his eventual recovery. The Maintenance of the Astronomicon and the continuous work of the Webway Gate also fall under the Triumvirate's jurisdiction but both are a distant second in importance to their primary concern.

The Triumvirates duty above all else is to aid the Emperor in his recovery and ensure that there are no threats that impede that. When the Triumvirate makes a decision it overrides all other authority in the Imperium including the Emperor (until he recovers).

The Triumvirate consists of Three heads, each of whom represent a different aspect of the Emperor's health and well-being. These men have no aditional titles, their name and membership in the Most exclusive position in the Galaxy is sufficient.

Constantine Valdor

Oversees The Emperor's security from physical threats and dangers.

Fulgrim

Oversees the Emperor's recovery, and ensures that he is protected from medical and mental threats

Magnus

Oversees protection of The Emperor from Spiritual and Supernatural threats

In theory each member of the Triumvirate has absolute authority over their particular dimension of the emperor's well-being. In practice the overlap between those domains results in two of the members bickering with each other until the third (Most often Fulgrim) can find a compromise between the two.

Meeting of The Triumvirate

When the Triumvirate meets, they do so in a secret room in the Imperial Palace. This room is warded off by both Magnus and The Emperor to prevent any and all interference and knowledge of its location.

• Additionally, when entering the Triumvirate powerful and secret technology is used so that the Memories of all those who enter the sanctorum have no recollection of the event or what they have learned.
• After the Triumvirate adjurns all members will have no knowledge of what transpired there, instead each having a single document that shows the decision made.

Observation Roles

On occasion, the Council has brought in one or more of these individuals to sit in on triumvirate meetings. Their role is always advisory, and apart from their consultation they have no influence in the descision making process. In fact, they are not even allowed to be present during the decision making process.

The Emperor of Mankind

• Needless to say the Emperor's own opinion about both his capabilities, as well as his knowledge is welcome.
• per his own agreement, he understands that his current role is an advisory one, and out of courtesy will leave when the Triumvirate makes its decision.

Sanguinius

• As warmaster and the visible head of State of the Imperium, Sanguinius has also been consulted due to his boots-on-the-ground knowledge of the Imperium's current affairs.
• As the triumvirate, they are also well aware of the Red Thirst

Eldrad

• Eldrad is the Imperium's preferred representative of the Eldari, and as such will occasionally be consulted.

Fabricator General

As head of all Forgeworlds and an idicator of the Imperium's scientific capabilities, The Fabricator general has occasionally stood before the Triumvirate on matters of vulnerabilities as well as possible technological issues.

The Aurelian

• Magnus and Fulgrim's deified Brother occasionally makes an appearance, given his rather unique perspective on the current on-goings of the Warp.
• The Aurelian also is often aware of spiritual sicknesses and vulnerabilities in the Imperium that most would not notice until it is too late.
• It was through The Aurelian, for instance that The Triumvirate learned about Corax's fall to Malal, as well as rumblings about the Black Crusade.
• Because they can regularly consult with The Aurelian, the Council has never felt any need to speak with the Spiritual Lieges themselves. Sidestepping the entire church

Asdrubal Vect

• The High Lord Of Commoragh is seen as an asset when the Council needs of the Eldar's knowledge or capabilities without worrying about the actual eldar.
• Though his fees are often exorbitant and suspicious, Vect's "Everything is for sale" mentality has been invaluable at times
• Vect and Commoragh are also used when the Imperium needs to act in Webspace against or unbenowest to the rest of the eldar.

Vulkan

• Often called on technical matters
• Vulkan is seen as a more "neutral" choice given the inherent biases of Ferrus Manus and The Fabricator General
• When a particular project needs to be created without the rest of the Imperium or galaxy knowing about it, Vulkan is called.

Lord Inquisitor

• The Head of The Inquisition will on occasion be consulted for knowledge about a particular threat
• The Lord Inquisitor will also be tasked with spcific actions on behalf of the Triumvirate, when recieving such a task they are performed with the Utmost Secrecy.

Legate to the Katholian Curia

• The Katholians have a network of spies often greater than that of the Inquisition. Occasionally the Legate is called for sensitive work, usually regarding issues of potential corruption in the Inquisition.
• The Katholian Legate is to The Lord Inquisitor what Vect is to Eldrad.

Rogal Dorn

Rogal's architectural insight can occasionally be called upon for highly secret projects.

Demon Primarchs

• On rare occasion, the Triumvirate has dealt with the Demonic Primarchs, usually offering their aid in swerving the great game to the Imperium's advantage.
• This development has only occured starting in M39, after consultation with their father and the Aurelian.
• The most common of these consulted are Corvus Corax, the least common is Alpharius.
• When said demons visit they do so usually with The Aurelian and several C'Tan era technologies present.

The Regency Council

Magisterium Emeritus: Leman Russ

While Leman has abandoned nearly all positions of leadership to focus on his own penitential crusade, his brothers have insisted on maintaining a position for him, should he ever change his mind.

Terran Government

The Government of Magna Terra who govern the affairs of the entire Imperium, checked only by the Regency council. This is where the majority of the Human government is held. The Government is a mixed oligarchy with most representatives selected based on their own internal processes.

Positions:

Ducati Terrae

Permanent positions of the High Lords of Terra. They represent significant imperial interest.

Merchant Admiral

Speaker for the interest of the Rogue Traders and other merchants

Lord Gulliman

All non Legion members of the Adeptus Astartes answer to The Lord Gulliman. The Lord Gulliman in turn represents them to The High Lords of Terra. By design, the Lord Gulliman regularly butts heads with both the Legiarch Horus, and Lord Commander of The Astra Militarum.

The Tribunii

The Tribunii watch over particular interest groups. Often representing the members of the Imperium that would otherwise be cast aside. The Tribune do not have lawmaking power, but they do have the capability to veto any law or directive made by the High council.

The Legati

Represent the representatives of autonomous suzerains to the Council. They have limited voting and veto power (usually when pertaining to issues regarding their particular realm). What they do have is speaking authority, and as such they can somewhat influence proceedings.

Legatus Martii

Represents Mars' capacity as a forgeworld and is also Diplomatic Liason between Mars and Terra

Segmentum Government

These Lords ultimately answer to the High Lords of Terra, but provided that they pay tithes and troops, have autonomy in management of their segmentums.
