The Harpers are a semi-secret society ostensibly dedicated to the cause of good in the Forgotten Realms of Dungeons & Dragons, but have a history as a very morally shady and/or incompetent group that means most fans of the setting outright dislike them, as they tend to enforce the status quo and Medieval Stasis.
