There is no other game but Themeta. All games (Or nearly all) are a part of Themeta, and play a role in a full game.

General Rules

Be sure to play each turn, number of turns, or complete game (Depending on the game and Level in question) from the lowest level upwards.

In other words, play the appropriate number of City turns/games before playing and Country-Level games.

Unless otherwise stated, abilities or outcomes that affect a game on a higher Level affect the same area (Or as close to the same area as possible) on the map for the Higher-level game if the two correspond.
