Tzar Saltan is a ruler of Praag, the northernmost out of three big Kislev cities. Most of the information on him is extremely outdated and comes from First edition of Warhammer RPG. Bears the title of Tzar for some reason. Most of the time he whines about the Great War and the destruction of Praag, but when Chaos warbands arrives he turns into a sadistic jerk who cares only about killing and torturing Northern barbarians. Has a schmitar of uknown origin.
