Gnomes are primarily shown to be small midget versions of humans that should not be confused with Dwarf or Halflings that pop up in more than a few fantasy settings. Most notable differences is a universal hatred of them as well as their love of tinkering with shit. They also have a habit of stealing underwear in hopes of getting profit! The females are commonly drawn as loli in hopes of having legal loli pictures.
In 4th Edition of D&D, they're a monster (rawr)
