Diplomacy is played roughly analagous to Risk turns. There is no other game but Themeta. All games (Or nearly all) are a part of Themeta, and play a role in a full game.

General Rules

Be sure to play each turn, number of turns, or complete game (Depending on the game and Level in question) from the lowest level upwards.

In other words, play the appropriate number of City turns/games before playing and Country-Level games.

Galaxy Level

Each Planet Level has the following games occurring:

Twilight Imperium

Each planet tile on the game board represents an entire Planet Level, and (Insert game-affecting rules here, as I've never personally played Twilight Imperium)

Race for the Galaxy

Each Planet Level has the following games occurring:

Risk

(Insert some rule about interacting with Galaxy Level games, probably giving a modifier if you win a Risk game and thwart a Galaxy Level attempted attack)

When playing a Risk battle, skip down to the Region Level and play Stratego to determine the victor.

Pandemic

Played simultaneously as Risk (Same turns).

At the start of each Pandemic turn, remove 1 Risk token per disease cube over 1 in the approximate area (So for example Paris with 3 cubes would remove 2 armies from Eastern Europe). If another player so wishes, they may treat your Pawn as a single enemy Army and attack it when passing through their territory. If destroyed, discard all player cards, and replace your Pawn for free in a city you control.

If the Pandemic Lose condition is reached, see below under Zombies Scenarios.

This Pandemic game is only Won when all diseases are Eradicated, not just cured.

(If a Galaxy-Level game has any kind of viral/disease weapons you know of, this should be mentioned here to reset the Pandemic game)
