A quad 23mm water cooled cannon mounted to the [[wikipedia:GM_chassis|GM_chassis]] development of the ZSU-23-4 Shilka began in 1957. The first prototype was completed in 1960. The Shilka is fitted with target surveillance and tracking radar and simple fire control system. Its radar has a tracking range of 6-10 km, depending on target's altitude. The baseline SPAAG had 30% chance of hitting an air target. Thin armor of the ZSU-23-4 provides only limited protection against small arms fire and artillery shell splinters. It has been reported that sides of this vehicle can be penetrated by standard Soviet 7.62x39mm rounds fired from assault rifles. Though front arc withstands this ammunition. The vehicle is fitted with NBC protection system but it is still meant to remain behind the lines. The ZSU-23-4M4, upgraded version, fitted with two Igla surface-to-air missiles, new vision devices, improved radar and improved transmission. This variant was developed in 1999 making this one of the longest serving vehicles in the world. It was first deployed in the South African Border war, and drew the eyes of the west when Egypt combined the vehicle with fixed SA-5 SAMs to decimate the Israeli Air force in the Yom kippur War.

The ZSU is one of the more popular tanks made by the Soviet Union, traditionally armed with a quad-linked 4x23mm autocannons, a search light, and radar equipment. Its primarily designed to shoot down low-flying aircraft, but its guns were also powerful enough to tear through lightly-armored vehicles and infantry aswell. Infact it was a common practice for Soviet soldiers to bring ZSUs whenever possible in anti-infantry operations due to their sheer lethality. That said, the ZSU was never meant to be a front-line vehicle, so it's armor is woefully light, so even concentrated heavy machine gun fire at it's flimsier side and rear armor could potentially wreck it's day.
The ZSU has served with all Soviet states and their allies as the go-to SPAAG from its inception until today, although mainly by armies unable to field better equipment.
