The least and lesser Devils serve as rank and file soldiers as well as the clerks and petty officials who maintain the labyrinthian bureaucracy that keeps Baator running. The city is built upon great columns that thrust into the fathomless depths of the swamp below.  Here, petitioners are lashed to the support columns, screaming and wailing with increasing panic as they sink helplessly, inch by inch, to drown in the black, frigid waters.  The walls and avenues of Minauros are in a constant state of decay, covered in vines and filth as the city slowly, inexorably sinks into the ooze upon which it was built. Some petitioners are fortunate enough to be sent on back-breaking work details, forced to extract stones from the swamp. These stones are used to reinforce the city's supports and pillars in a futile attempt to prevent its inevitable plunge into the muck.
