A chaplain is a SPHESS MEHREEN version of a Commissar.

Basically you have to imagine a batshit crazy enough Spess Mahrine to have even MORE warm fuzzies towards Emperor than usual, and is able to inspire those under his command to stop bitching that they just lost three testicles and an ear and to pick up that fucking sharp rock and stab it into a Bloodthirster's eye because godammit, that's how you make papa Emprah proud.
