Top Secret was a Cold War spy RPG created by Merle M. Rasmussen in 1980 for TSR. (Before he did that godawful X6: Quagmire!.) It's a d10 system.

This wiki author doesn't know any more about it except that Rose Estes wrote her seventh Endless Quest novel in it, Hero of Washington Square, which this nine-year-old author loved at the time.
