Crime is always rampant, even in the best of societies. However, Skaven society- as can be easily agreed on -is one of the WORST societies ever! Clan Gristlecrack is the one to blame- their troop formations are literal chaingangs, each member is branded and their tails are cut off! If that isn't a sign of being a gang, then it's best not to think of what is.
