For some unknown reason, Wizards decided that an expensive and limited set would be a good place to test out new "environmentally friendly" booster packs made of card-stock instead of the usual thin shiny foil. Not only were these packs easier to tamper with, they also tended to damage the expensive cards they contained. MM2 would be the first and last set to use these packs for obvious reasons.

MM2 also introduced the new price point for Masters series packs: $9.99.
