For lack of a better name...
/tg/ 40,000 is the combined product of various projects by fat/tg/uys to fluff out the Warhammer 40,000 Universe.
Neither the real Warhammer 40,000 universe, or the universe beyond inhabited by Angry Marines and other memetic creations, the majority of the current projects are chapters created using the Chapter Creation tables from Rites of Battle. This has resulted in a decent number of /tg/ chapters being created, most of whom have received at least a small amount of fluff and a colour scheme. While /tg/ continues to create an assortment of chapters, Chaos warbands, Tyranid hive fleets and Necron tomb worlds, they are doomed to know that their attempts at creating fluff will never be Ultramarines fall short of even Matt Ward. Like that's even possible. You'd be surprised how terrible /tg/ is at creating fluff.WARD IS THE ALMIGHTY GOD OF BAD FLUFF. HOW DARE YOU SUGGEST MERE MORTALS CAN WRITE FLUFF WORSE THAN HIM! It's pretty easy to out Ward Ward if you try hard enough. Go visit the Golden Aquilas for a little while. Someone's missing the joke here.

After the release of Deathwatch: Rites of Battle, /tg/ quickly flung itself at the chapter creation rules and began to produce a huge number of chapters. Ranging from the xenophobic Eyes of Mordred, to the heroic Abyssal Jaws, to the pathetic Flesh Helms, Space Marine chapters are the most common creation by fa/tg/uys, with the brotastic Emperor's Nightmare undoubtedly being the most popular (having a vast amount of fluff written for them). However, many of the chapters are lacking in fluff, most notably the Emperor's Bears, whose one and only thread was lost to the warp (everyone forgot to archive it). Everything put on the internet, stays on the internet. We gots teh archive.
