The Dispossessed are one of Planescapes "planar sects", minor factions who have little influence or presence in Sigil. They're made up of people who've been banished to one of the outer planes (usually Carceri or Pandemonium) for whatever reason, and are super pissed off about it. They believe that the entire multiverse has cast them aside, and adopt a chip-on-the-shoulder attitude, ruffling feathers and picking fights to prove that they can handle whatever life throws at them. Many are looking to get revenge on whoever banished them.
