The Order of the Planes-Militant are one of Planescape's "planar sects", minor factions who have little influence in Sigil. They are what the Harmonium would be if they had more competent leadership. Based in Celestia, they regularly mount raids into other planes to destroy anyone working for Evil or Chaos. They have also greatly expanded the territory of Celestia by stealing land from Arcadia and the Outlands. You see, locations can shift between planes depending on the alignments of the people living there. So the Planes-militant sends troops into neighboring planes to kill or drive off anyone who's alignment is different, then settle down and wait for the landscape to shift over the planar boundary into Celestia. They also have more peaceful members stationed in Arcadia and Bytopia as proselytizers.
Most of the order's members are planars, but two of the most notable members are humans: the factol Prefect Increase VII, and the wizard Indigo the Stutterer.
Their symbol is a sun in a partial eclipse. New applicants are asked to describe the symbol, and only those who see the eclipse as ending and not beginning are allowed to join.
