Background[edit]
The woman now known as Illuminating Sapphire Reflection grew up on an RPC in the south of River province. Even then she was stunningly beautiful, and not above using those looks to get what she wanted. Sleeping with a Dragon-blooded Prefect with a taste in much younger women was just a way to get certain privileges. That is, until word of their affair got out and he accused her of blackmail. The prefect's wife also brought all her influence to bear to punish her.
It all changed in court, where her punishment was to be meted out. When asked if she had anything to say for herself, a previously hidden wellspring of courage and conviction opened up. The room fell silently as she, a mere mortal, laid out the prefect's lecherous behavior and deceit for all to see. Bold and eloquent words flowed almost uncontrollably as she condemned him completely. Before he could move his lips to argue, a brilliant light filled the room; flowing from her body and a glowing mark on her forehead. The Unconquered Sun had passed his judgment.
Upon arriving at Meru, she learned of the operations of Celestial society, and saw what had to be done. The Solars were the natural-born, rightful leaders of Creation, it could not and should not be denied. Taking the name Illuminating Sapphire Reflection, after both her new found purpose and the remarks her peers had made of her eyes (more courteous then remarks about other parts of her body), she set out to gain a power base.
Attaining wealth proved easier then climbing up the in Deliberative's ranks. Sapphire projected the reputation of her as a carefree and easy lover, all the while using the gifts and tokens of affection she was showered with as a basis for a number of shrewd investments. Manipulating merchants and bankers to her advantage was as easy as tugging on their heartstrings. In mere decades she had a massive portfolio of investments and numerous businesses to her name. Money was not an ends, nor the real challenge however; it merely made tackling the Deliberative itself easier.
Principality[edit]
The Way of the Open Heart has long been known as a place where the senses are treated to many a wonder, and where many desires are fulfilled. Carved out of rich and fertile farmland just south and east of the borders of River province, the Way is a destination for pilgrims seeking pleasure from all over the east. Much of the land is given over to growing fruit and livestock, so that the blissful populace may dine well and drink heartily. Pleasures of both the flesh and the mind are experienced at the near constant festivals.

penalty to all actions equal to the number of extra successes as they bask in the Solar's light. They can spend 1 wp to ignore the

requires a difficulty (ESS/2, rounded down) temperance test, and will negate the affect as long as the target cannot physically
see the solar from their location (a wall will work! turning around won't!)

Magnen Ar Rausse, "The Obsidian Contemplation"
An Elder Solar, and a significant force in the Deliberative, Magnen is both a physically and mentally intimidating person. Tall and well built with a dark complexion, thick but neat beard and bushy hair, he is eternally stoic in demeanor. Sapphire sometimes trades her votes to Magnen for his support on political matters, or aid in terms of his influence. She manipulates him all the while as best she can, but she knows it cannot entirely pass him by. For whatever reason, he allows it. All attempts by Sapphire at seducing him in the past have failed; he simply isn't interested in that, not any more. Still, the two share an odd sort of respect; they are unlike, but acknowledge each other's ways and goals to some extent.
Three Veils Hides the Melody
Acting as Magnen's sidereal advisor, Three Veils never the less spends a great deal of time in Yu-shan. In part, that is why Sapphire sought her confidence. Her elegant features are usually obscured behind one of the veils of her name; the other two being her outwardly cheerful countenance and joyous music. Most think it a reference to revealing hidden joy; actually, it is about hidden melancholy. Three Veils shares information about both the deliberative (what Magnen doesn't know or can't say) and Yu-shan to Sapphire. What she can't share or even admit to herself is that she is in love with Sapphire, but can't bring herself to try forming any sort of serious relationship. She sees herself as something of a burden, and can't quite come to terms with Sapphires methods. The two have eloped several times in creation, and although Sapphire strongly suspects Three Veils yearns for something more then their working relationship or casual sex, she decided to stay silent.
Swift Sail's Stride
Swift is a Navy Commander in the Western Fleet, young, idealistic, bold and more then a little reckless. He is a invaluable contact for all things regarding the navy, and despite his age, he is still well connected politically. Sapphire and him often trade information and votes, accessing each other's networks of contacts. Since he is often out to sea, Swift relies on her to update him on the action inside the Deliberative. He is a handsome man, and there is a mutual attraction between the two neither would deny, although due to distances and individual commitments, their relationship is constantly in flux.
