The Anarch's Guild is one of Planescapes "planar sects", minor factions who have little or no presence in Sigil. It is unique amongst the factions in that it doesn't really have a philosophy it's trying to push. Headquartered in Limbo, it's purpose is to train people in the art of chaos-shaping, through which one can force the ever-changing "chaos broth" of Limbo into stable terrain. Depending on your proficiency, this "terrain" can range from just a floor to stand on, to landscapes, buildings, and even whole ecosystems of plants and animals. The guild was first established by the Githzerai, as chaos-shapers are necessary to maintain the huge Githzerai cities in Limbo. Some branches headed by non-Githzerai have popped up elsewhere, though these tend to be less prestigious as it's hard to tell the difference between a genuine guild school and a con-job run by some shmuck who knows nothing about chaos-shaping.
Since chaos-shaping only works in Limbo, guild members are almost never seen outside of that plane.
