He reduces your opponents maximum hand size by 7 that translates to no cards allowed in their hand once their turn is up, which is supremely annoying for everyone in your games and will most likely result in your opponents throwing everything at you because you're the dick who decided to play Jin-Gitaxias in a group game.
Also helps you out massively because at the beginning of your end step, draw 7 cards. Better have that Reliquary Tower to help out with your hand, though, it's about to get big!
