Necrosius is a former Death Guard Apothecary and perhaps the only mortal more disgusting and scuzzy than Typhus. Like most Heretic Astartes characters his downfall is pretty tragic and ironic, as he was once dedicated to maintaining the health of his Legion and now just doesn't give a shit and likes to spread Papa Nurgle's blessings all over the place because he's a whiny little emo.

As an Apothecary, Necrosius was with the Death Guard fleet when they got trapped in the warp and literally and metaphorically raped by Papa Nurgle. He led the effort to stave off the plague sweeping through the Legion while everyone else died around him, even as he became a bloated man-toad. Eventually the reality of how absolutely fucked they were set in and he gave up, and in this moment of moral and physical surrender Papa Nurgle came and whispered sweet things in his ear, and he finally embraced his new identity as a dripping pussbag devoted to Chaos.

Despite embracing Chaos he was still really, really pissed off at Typhus for making him work so hard trying to stop the plague, and resented Mortarion and the rest of the Legion for some reason, so pretty soon he took off with a bunch of other Apothecaries to become an independent solo artist, playing mostly minor gigs at smaller venues but sometimes getting a bit of spotlight in the local news and shit-talking his former bandmates in interviews with shitty internet blogs.

Necrosius' I-don't-give-a-fuck reached peak assholeness during the Siege of Vraks. He and the Apostles of Contagion arrived while other Chaos forces battled the Imperium for the planet but he ended up ruining everyone's day by shitting in the sandbox and getting everyone on both sides sick along with raising the millions of dead soldiers and civilians into a Zombie Plague. Like that one dirty kid in class that smells like cat shit and pouts in the corner all the time, everyone pretty much avoids him as much as possible, so he and his band of merry men travel the stars spreading disease and filth and Papa Nurgle's blessings whether people want it or not.

Necrosius is a character created by Forgeworld in Imperial Armour Vol. 7: The Siege of Vraks. He doesn't have GeeDubs rules or even a Forgeworld model despite playing a large role in IA7 but has even better Zombie/Poxwalker-buffing rules than Typhus.
